SENIOR APPOINTMENT AT FUSION FIRE ENGINEERING

Fusion Fire Engineering, the HCD Group’s fast growing fire safety consultancy business, has made another key appointment.

Alex Manning has joined the company as associate director, having previously held the position of senior consultant at one of the leading UK providers of fire safety services.

He has broad experience of developing fire strategies for schemes in the private and public sectors having worked widely in the UK and on projects overseas. In the UK he worked on landmark developments that include Farringdon Station for Crossrail, the Leadenhall Building and Bishopsgate Tower developments in the City of London and town centre redevelopments at St Austell and High Wycombe.

Alex also gained valuable experience of fire safety in the design of airports while working on the development of strategies for Terminals 1, 3 and 4 plus the new-build T2B at Heathrow as well as undertaking projects at Stansted, Luton and Southampton airports. Internationally, he worked on new-build fire strategies for Pafos and Larnaca international airports in Cyprus and for a new terminal in Rwanda.

Alex is a leading practitioner of the increasingly popular Fire Safety Engineering approach to building design. This is a risk-based methodology that delivers robust fire strategies with far greater design freedom and offers an alternative to the traditional prescriptive codes and regulations.

“Throughout my career I have been a strong advocate of Fire Safety Engineering and its ability to deliver safe schemes, often at lower cost, and with far greater freedom for designers,” said Alex. “As demand for this approach continues to grow I look forward to playing my part as the Fusion business expands to become the leading fire engineering provider in the UK.”

Work commences on site at Oxford University’s Mathematics Institute.  HCD is currently providing both Approved Inspector and CDM Co-ordinator services for this project under its Framework Agreement with the University.

Growing demand among clients for professional support in complying with their statutory duties has seen a surge in new and repeat business for HCD’s team of CDM Co-ordinators. In response it has expanded its operations to provide more support to clients, particularly in the north of the country with the appointment of Karl Simpson.

Government Releases

New Part L 2010 Versions –
Transitional Arrangements

The transitional arrangements are as follows:
• Commence on site before 1 October 2010, Part L 2006 version applies
• Applications made for Building Regulations before 1 October 2010 and commenced before 1 October 2011, Part L 2006 version applies
• Applications made for Building Regulations after 1 October 2010, then Part L 2010 is the guidance to be followed.

A start on site is a drainage excavation or foundation (not demolition or strip out works) and on multi building sites a start on one part is the commencement for all the scheme.

The 2010 Part L requires a 25% reduction in CO2 emission from 2006 standards. The methodology of 2006 Part L is maintained but standards for services and envelope is further tightened to achieve the necessary reduction in CO2 emission.
